Every Monday at the Reemployment Transition Center, a new group of “Non Custodial Parents” starts the “Job Readiness Program”. At the RTC we have many programs; City SPOC, County SPOC, Home Ownership Program and the Non Custodial Parent Program.
Vern, what is a Non Custodial Parent? I am glad you asked!
A Non Custodial Parent is a person who does not have primary care, custody and control of the children. Oh…..Vern! You’re the child support Man. You help people who have child support orders. Yup! I am the Non Custodial Parent Program Coordinator for the Reemployment Transition Center.
I get referrals from the Allegheny County Family Court Division for individuals to enter our job readiness program. For many of the clients, this is their only alternative to facing up to six months of incarceration because of being behind in child support. I know what you are thinking… “Those men need to get a job to take care of their responsibilities”.
Did you know…..Allegheny County has one of the highest female Non Custodial Parents rates in the state!
At the RTC, women and men are enrolled in the NCP Program. Why does a woman have to pay child support? Well the same reason as why a man has to pay child support! The Custodial Parent is the primary care giver, custodian, etc….Some women don’t want custody of their children, may have D & A issues, or in placement with CYS. CYS can sue both parents for child support if a child is placed in CYS custody.
In 2002, there were 13 million custodial mothers and 2 million custodial fathers in the United States. Child Support arrears have increased to $96 billion dollars. According to the Center for Law and Social Policy, in 2004, the child support program served 15.9 million children and collected $21.9 billion in private support dollars.
Now that I have stirred your mind! If you’re a Custodial or Non Custodial Parent there are resources that you can utilize.
